I think I'd wait with this just a moment - just so we don't have to followup with another PR refactoring the setup.

What do we need to follow up refactoring? Even if changesets v3 gets a stable release, I'd wait for the 7 day period so we don't have to do the excludes stuff.

If we don't want to bump the deps now we can close this (don't really mind)

What do we need to follow up refactoring?

I just thought it would be nice to have the CLI upgrade done when the split publishing lands, then we could also benefit from changesets/action#656
