numpy<2.0.0 requirement should be removed now gguf 0.13.0 merged the fix

Please remove this requirement, as it conflicts with other custom node, see this #9772

Thanks, missed that that was merged upstream. Changed the requirement to gguf>=0.13.0 which works with numpy>2.0
