Add USER_BANNED to Elements’ ERROR_CODES and localization bundles

The new USER_BANNED: 'user_banned' entry in packages/clerk-js/src/core/constants.ts isn’t yet mirrored in the Elements package or in any localization resources. Without these updates, calls to translateError('user_banned') will fall back to the raw code and won’t render a localized message.

• packages/elements/src/internals/constants/index.ts
– Extend the exported ERROR_CODES map to include

USER_BANNED: 'user_banned',

so that Elements consumers can handle this error code.
• Localization bundles (e.g. packages/clerk-js/src/ui/localization/resources/*.json)
– Add a "user_banned" key with appropriate translations in each locale file, for example:

{
// … existing keys …"user_banned": "Your account has been banned."
}

Once these are in place, verify that:

  • Switching locale causes translateError('user_banned') to return the expected localized strings.
  • Elements-based apps surface the correct error messaging when encountering ERROR_CODES.USER_BANNED.
