Bumps the pinned SNAPI_PACKAGE SHA to 2479ffc, the current tip of clerk/snapi main. Pulls in the reporter fix that anchors diffs on aligned prefix/suffix (clerk/break-check#31).

Bumps the pinned SNAPI_PACKAGE SHA to 2479ffc, the current tip of clerk/snapi main. Pulls in the reporter fix that anchors diffs on aligned prefix/suffix (clerk/break-check#31).
