The code for this issue is now in the develop branch under the TriggerRebase.sol file. Testing needs to be done to validate the trigger works. If it works then this is a viable approach to regular automated triggers of the rebase function
Next steps:

• we need to modify the rebase function to allow anyone to call, not only the owner.
• The rebase function should also not execute until a specific time interval after the previous rebase
• We need a way to extract supplyDelta from the coin price quoted by the oracle.
• The rebase function should also be responsible for calling the oracle to obtain the coin price. We don't want random callers quoting their supplyDelta to the rebase function
