Closes #ISSUE_NUMBER

Why

The metrics server's ReadTimeout and WriteTimeout were hardcoded to 10s with a TODO asking for them to be parameterized. Notably, the maximum time a CPU profile can be captured
depends on WriteTimeout, so operators have no way to tune this.

What

Adds ReadTimeout and WriteTimeout fields to metrics.Config. When unset (zero value), both default to 10s, preserving the existing behavior. This follows the same pattern as
the existing ShutdownTimeout field.

Testing

Existing tests pass. Callers that omit the new fields continue to behave identically.

Why

The metrics server's ReadTimeout and WriteTimeout were hardcoded to 10s with a TODO asking for them to be parameterized. Notably, the maximum time a CPU profile can be captured
depends on WriteTimeout, so operators have no way to tune this.

What

Adds ReadTimeout and WriteTimeout fields to metrics.Config. When unset (zero value), both default to 10s, preserving the existing behavior. This follows the same pattern as
the existing ShutdownTimeout field.

Testing

Existing tests pass. Callers that omit the new fields continue to behave identically.
