This PR updates the configuration of the scraper and documents how to use it.

Changelog

  • Convert remaining absolute imports to relative in scraper
  • PR Black and Flake8 lint for the GovLens project #110 converted several imports from absolute to relative, but left some relative imports, breaking the scraper. This commit finishes converting the imports to relative, and as a result, the top-level "scrapers" directory should now be used as a Python package.
  • Unify configuration and logging for the scraper
  • Add django management command to create scraper user
  • Update both READMEs to reflect scraper changes

This PR updates the configuration of the scraper and documents how to use it.
Changelog
  • Convert remaining absolute imports to relative in scraper
  • PR Black and Flake8 lint for the GovLens project #110 converted several imports from absolute to relative, but left some relative imports, breaking the scraper. This commit finishes converting the imports to relative, and as a result, the top-level "scrapers" directory should now be used as a Python package.
  • Unify configuration and logging for the scraper
  • Add django management command to create scraper user
  • Update both READMEs to reflect scraper changes
