Description
Recreates #4763 and limit PR changes to the addition of the actual configurations and libraries.
Actual changes to the entire codebase will be done in batches and in separate PRs (that's why the $rules is an empty array here).

This is aligned to the adoption of the PSR-12 standard plus some customized rules for the CI4 org.

Checklist:

  • Securely signed commits
  • Conforms to style guide
