Ref #221

  • update CI version to 4.5.1
  • fix CI version to 4.5.*
  • fix PHPUnit version to ^9.3
  • add liaison/revision (patch does not seem to work w/o composer.lock and we cannot create composer.lock in the past)
  • update github workflows for CI 4.5
  • update Composer packages
  • add composer.lock again
