Create a small backend issue for exercising the issue-delivery workflow.

Scope

• Add a simple health-check endpoint in the backend
• Return a basic JSON payload confirming service availability
• Keep the change minimal and isolated

Acceptance Criteria

• A health route exists and responds successfully
• The response is JSON
• The change can be validated locally
