Purpose

Create a small frontend issue for exercising the issue-delivery workflow.

Scope

• Show a clearer empty-state message when no forms are available
• Keep styling changes minimal and consistent with the current UI

Acceptance Criteria

• Users see a clear message when the form list is empty
• Existing list behavior remains unchanged when data exists
• The change can be tested in the frontend app
