Adds the M2M Sentinel Action Provider to @coinbase/agentkit (TypeScript) to equip autonomous AI agents with deterministic preflight smart contract bytecode capability inspection, proxy resolution, and market telemetry on Base Mainnet (chainId: 8453) in <35ms.

The current M2M Sentinel ActionProvider and preflight example pass the local AgentKit suite and use the reviewed x402 v2 offer/accepted-envelope path. The integration keeps unknown bytecode/proxy states explicit and does not turn the result into a safety verdict.
