Partial delivery could require candidate links to be approved before review, while an independent article revision could inherit production review authority or clear an unfinished production stage. This change separates review and delivery checks, preserves the interrupted stage through revision/build failures, and prevents premature lifecycle cleanup.
Also refresh retained planning materials after repository recovery, expose task-adjustment schema guidance, fix responsive navigation and Mermaid sizing, and prepare package/workflow/plugin versions and the community lock for 0.7.12.
