FYI The bigger goal is to be able to customize Cppcheck without modifying the open source code. The first steps are mainly about the branding and some cleanups.

I will file tickets as I move along as usual (next steps will be product name and version).

For now I will go with moving it to cppcheck.cfg. But some later steps will require some information to be provided at build time so it will probably end up as some build configuration.
