Since hot-reloading is particularly important to SPA devs, this should be available.

• Implement webpack-dev-server or similar
• Update npm scripts and CI config

I decided to rebuild the static file server directly so the hot-reloading server is still under full user control and written in Go. It should be feasible to pass in different build targets as well, which will satisfy this issue.
