Summary

Treat HTTP 404 responses as retryable for the ChatGPT-private Responses profile while preserving the existing behavior for the public OpenAI Responses API.

Motivation

The ChatGPT-private endpoint can return transient 404 responses during infrastructure degradation. Treating them as permanent failures aborts otherwise recoverable agent sessions.

Impact

ChatGPT subscription requests now apply the existing retry budget and backoff policy to HTTP 404 responses. Public OpenAI Responses requests continue to treat HTTP 404 as non-retryable.
