The tmate servers have been shut down, so the debug session in these workflows never comes up. Switch to upterm, which does the same job.

The Issue

Same change as ddev/ddev#8789.

How This PR Solves The Issue

Swap mxschmitt/action-tmate@v3 for owenthereal/action-upterm@v1 and rename the step to match. The upterm action has no github-token input, so that line is dropped where it was passed.

The debug_enabled description becomes Enable remote debugging session, which no longer names the tool, so the next replacement is one line to change instead of a rename in every workflow.

Manual Testing Instructions

Dispatch a workflow with debug_enabled checked and confirm the Setup upterm session step prints an ssh ...@uptermd.upterm.dev address you can connect to.

Dispatch a workflow with `debug_enabled` checked and confirm the `Setup upterm session` step prints an `ssh ...@uptermd.upterm.dev` address you can connect to.
