Reviewing a copy of the 4.5 jar, it seems that the exit codes are ignored for all of the external process calls. I believe a registry write could just silently fail.
In fairness, I only noticed this as I was reviewing the library, so I can't say that I've demonstrated the problem. (I'm leaning towards just launching regedit myself at this point, since I'd be able to use a better process launcher.)
