Desktop updater correctness + update user experience. Reject stale feed regressions without changing CI flow.

- Added semantic-version policy to validate electron-updater candidates
- Explicitly guard downgrade candidates, maintaining up-to-date status
- Normalised and unified update states, using explicit currentVersion and availableVersion
- Improved update UI to show installed vs available versions cleanly
- Handled tray actions and update toasts based on normalized update state
