[RFC]: Add Roave's BackwardCompatibilityCheck to require-dev

To avoid issues like we encountered in #10 AND to back the schema used in .roave-backward-compatibility-check.xml we should add their package to dot-maker's dev requirements.

Actually, we might not use this because installing it, requires having the bcmath PHP extension installed on the local server.

Running:

 Problem 1
 - Root composer.json requires roave/backward-compatibility-check * -> satisfiable by roave/backward-compatibility-check[1.0.0, ..., 1.1.1, 2.0.0, 2.1.0, 3.0.0, 4.0.0, ..., 4.4.0, 5.0.0, 6.0.0, ..., 6.4.0, 7.0.0, ..., 7.4.0, 8.0.0, ..., 8.14.0].
 - azjezz/psl[3.1.0, ..., 3.3.0] require ext-bcmath * -> it is missing from your system. Install or enable PHP's bcmath extension.

 Alternatively you can require one of these packages that provide the extension (or parts of it):
 Keep in mind that the suggestions are automated and may not be valid or safe to use
 - phpseclib/bcmath_compat PHP 5.x-8.x polyfill for bcmath extension

 - roave/backward-compatibility-check[4.0.0, ..., 4.4.0] require php ^7.3 -> your php version (8.3.24) does not satisfy that requirement.
 - roave/backward-compatibility-check 5.0.0 requires php ^7.4.7 -> your php version (8.3.24) does not satisfy that requirement.

You can also run `php --ini` in a terminal to see which files are used by PHP in CLI mode.
Alternatively, you can run Composer with `--ignore-platform-req=ext-bcmath` to temporarily ignore these required extensions.

Use the option --with-all-dependencies (-W) to allow upgrades, downgrades and removals for packages currently locked to specific versions.
You can also try re-running composer require with an explicit version constraint, e.g. "composer require roave/backward-compatibility-check:*" to figure out if any version is installable, or "composer require roave/backward-compatibility-check:^2.1" if you know which you need.

Installation failed, reverting ./composer.json and ./composer.lock to their original content.
