Pull Request Overview
This PR upgrades the CI infrastructure from macOS-13 (which is being deprecated) to macOS-15 for all Azure Pipelines builds and tests. The upgrade includes updating both the macOS image version and the corresponding Xcode version used in the build pipeline.
Key changes:
- Upgraded macOS VM image from version 13 to version 15 for both public and internal build pools
- Updated Xcode version from 15.2.0 to 16.4.0 across all macOS build steps
