In .NET 11 Preview 7, FileConfigurationProvider no longer fires its reload token when Load() fails and OnLoadException ignores the exception. The change affects consumers that treat an ignored load failure as a reload notification.

In .NET 11 Preview 7, FileConfigurationProvider no longer fires its reload token when Load() fails and OnLoadException ignores the exception. The change affects consumers that treat an ignored load failure as a reload notification.
