The NPM based projects have been moved to dotnet/aspnetcore in #2974.

I'm making this PR and commit to test the build triggers that have been failing today. We also want to test if public tests are working.

The NPM based projects have been moved to dotnet/aspnetcore in #2974.
I'm making this PR and commit to test the build triggers that have been failing today. We also want to test if public tests are working.
