This is a port of #6454 into the release/9.5 branch, with the necessary MEAI template snapshot baseline updates for the release branch. #6454 fixed issues found in the MEAI templates during final testing ahead of the MEAI 9.5.0 stable release, and these fixes unblock publishing an updated MEAI.Templates that depends on that stable version.
