Replay Arcade 10 dependency update

Restore Microsoft.DotNet.Arcade.Sdk 10.0.0-beta.26418.1 after reverting the contaminated dependency-flow PR. The corresponding eng/common changes from PR #20243 are already present.

Fix FSI CLI tests after reverting central package management

Read the FsCheck version from the legacy FsCheckVersion property so the test assembly emits FsiRestoreTestPackageVersion after Directory.Packages.props is removed.
