Wasm / R2R: crossgen2 hangs (super-linear) on b28158.il (16700+ catch handlers) #129264

Compiling src\tests\JIT\Regression\VS-ia64-JIT\V1.2-M02\b28158\b28158.il
for Wasm R2R never completes — crossgen2 runs at 100% CPU indefinitely
(killed by hand after >30 min).

This file is a single Main() method with one outer .try and
~16,700 catch handlers (file is 2.9 MB, 133,891 lines). The wasm
JIT / control-flow lowering presumably has super-linear cost in the
number of EH regions; on x64 R2R the same file compiles in seconds.

This blocks the merged R2R image build for Regression_4 (whose glob
VS-ia64-JIT/**/*.??proj picks it up), and similarly any other
partition that includes the file. Because crossgen2 never finishes
there is no failure message — the build just hangs. The runtime-side
DOTNET_ReadyToRunExcludeList workaround used in #128234 does not help
(R2R compile time, not runtime).
