[wasm][debugger] Add object inheritance tests with different JMC settings

Add GetPropertiesTests.InspectTypeInheritedMembers tests for JMC on/off with a scenaro where Base is not from user code but Derived is.

I couldn't figure out the best area label to add to this issue. If you have write-permissions please help me learn by adding exactly one area label.

When reproducing this test case in Console App, for both: JMC on and off the response of getProperties is the same. From this reason, it does not make sense to create this test, it would be a duplicate of existing one. I am closing
