All .NETFramework tests are failing with the following:

2024-04-15T12:13:14.075Z	INFO run.py	packing_test_reporter(33)	report_results	Packed 171936 bytes
ERROR: The process "corerun.exe" not found.
['Microsoft.Bcl.Numerics.Tests' END OF WORK ITEM LOG: Command exited with 0]

That's unusual for a .NETFramework test to be trying to run corerun.exe. It's also after the test script completed.

I suspect there was some other change that effected these tests that was merged without running libraries tests.

That could be a red herring - the errors about corerun.exe are coming from

<HelixPreCommandInclude="taskkill.exe /f /im corerun.exe"/>
<HelixPostCommandInclude="taskkill.exe /f /im corerun.exe"/>

Which has been present for years. These errirs in the console logs don't seem to be the root cause for the failure. Instead it's in the python reporter from helix.

The failures seem to all be:

azure.devops.exceptions.AzureDevOpsServiceError: TF10216: Azure DevOps services are currently unavailable. Try again later. Activity Id: 9b5426ed-c5b2-4481-b33a-7fb9e981a641

Filed dotnet/dnceng#2595. Reran so we can get accurate failure info for netfx.

<HelixPreCommandInclude="taskkill.exe /f /im corerun.exe"/>
<HelixPostCommandInclude="taskkill.exe /f /im corerun.exe"/>
