Failure happened because the Windows.7.Amd64.Open helix queue is not available anymore.

We already fixed this the release/8.0-staging branch. I just has not made it to this base branch yet: #100985

Failure happened because the Windows.7.Amd64.Open helix queue is not available anymore.
We already fixed this the release/8.0-staging branch. I just has not made it to this base branch yet: #100985
