I'm not expecting libraries-pgo to be green at the moment -- just want to verify the config is being set in the Helix logs.

We haven't historically stressed Windows arm64 since we've been short on CI resources, and codegen is similar to Linux arm64. So perhaps leave this part out?

I'm not expecting libraries-pgo to be green at the moment -- just want to verify the config is being set in the Helix logs.

We haven't historically stressed Windows arm64 since we've been short on CI resources, and codegen is similar to Linux arm64. So perhaps leave this part out?
