Attempt to fix#101835.

Looking at other usages of BuildPrivatePki on Windows, this is the only difference I see, and other tests seem to pass without problems.

Attempt to fix#101835.
Looking at other usages of BuildPrivatePki on Windows, this is the only difference I see, and other tests seem to pass without problems.
