Pull Request Overview
This PR reverts the temporary switch from AzureLinux back to Ubuntu for Linux musl x64 Helix queue hosts, restoring the original AzureLinux host images now that resource limits have been increased.
- Restores AzureLinux.3 host images for public and internal linux_musl_x64 jobs.
- Removes the Ubuntu.2204 host image entries that were introduced in the reverted commit.
