Pull request overview
This PR updates macOS Helix queue references from OSX.13 to OSX.15 across the runtime repository, as the OSX.13 queues have been retired and no longer exist.
Changes:
- Updated all OSX.13.ARM64 and OSX.13.Amd64 queue references to OSX.15 equivalents
- Updated both public (.Open) and internal queue variants
- Updated device queues (iPhone and AppleTV) to OSX.15
