[ios-clr] Fix CustomAttributeDecoderTests when type references point to System.Private.CoreLib

After ILLink processing, type references in the test assembly may be redirected from System.Runtime to System.Private.CoreLib. The test hard-codes the expected assembly name and fails to match the decoder output. Resolve the actual assembly-reference name from metadata at test time and compare enum types by FullName (so they match across assembly identities).

Most of the S.R.M tests embed the assemblies the test is operating on as resources. This work fine with trimming, single file, or AOT. The custom attribute tests were probably written and reviewed by a different set of people, so we ended up with a different scheme (the test introspecting its own test assemblies) and that scheme doesn't work with single file, AOT or trimming. Dropping the ConditionalFact(NotSingleFile) and aligning the strategy with the rest of tests would be a net improvement.

Sounds good to me! That's why I prefaced this with "if we want to do something with these tests". They don't exercise platform-special logic so there's little marginal value and we can get to it when we get to it.
