Code introduced in #125491 asserts that addressing is always frame pointer based, but it is possible for it to be stack pointer based. Remove the assertion and select the correct register for codegen.

Code introduced in #125491 asserts that addressing is always frame pointer based, but it is possible for it to be stack pointer based. Remove the assertion and select the correct register for codegen.
