With dotnet/arcade#16990, #129124, #129103 and #129078, we can build runtime native src/coreclr/build-runtime.sh and with -component paltests on the OpenBSD system and get all PAL tests passing.

Also cross-build succeeds with these changes and hello world works with coreclr as well as NativeAOT. OpenBSD has similarities with Android, OSX and FreeBSD, so not much "new code" here just needed to run a series of trial and error with AI to get the right balance.

Timeouts were all windows legs. The native AOT Windows legs are a tiny fraction. There were also failures unrelated to the infra break. When build analysis has this line, you need to go over each leg manually lest you risk breaking main:

Good news is this PR (with bunch of #if SomeNewPlatform blocks) has no participation in those flaky failures. The reason why I am pretty sure of it is because BA was actually green on last merge commit before Jan did the close/reopen thing and second run was worse.

Right, I'm just noting this for the future because the ba-g text was very clear the homework wasn't done (there were also unaccounted WASM failures) and native AOT took all the blame. The ba-g texts do get analyzed and I'd prefer native AOT to be blamed only when native AOT is at fault.
