Since these instructions were added Copilot has become very eager to address formatting mistakes in files it is not otherwise making any changes in. Let's clarify when to fix existing formatting issues so that PRs do not have unrelated changes.

Since these instructions were added Copilot has become very eager to address formatting mistakes in files it is not otherwise making any changes in. Let's clarify when to fix existing formatting issues so that PRs do not have unrelated changes.
