Test the macOS arm64 CoreCLR interpreter and library test suite with -dynamiccodecompiled false.

The existing Linux x64 and macOS arm64 interpreter jobs are temporarily disabled in this draft so only the new no-dynamic-code job is queued when runtime-libraries-interpreter is requested. This PR is not ready to merge in its current form.

@matouskozak Could you please switch this to interpmode3 and do a rerun ? I was looking into a failure from this PR and it looks like it was caused by InterpMode=1 enabling hw intrinsics that interp doesn't support and we also don't have any r2r code around. I'm curious if this would fix all issues

I used InterMode=1 because it allowed to use R2R for SPC... from build log

Emitting R2R PE file: /Users/runner/work/1/s/artifacts/bin/coreclr/osx.arm64.Checked/System.Private.CoreLib.dll

enabling hw intrinsics that interp doesn't support and we also don't have any r2r code around.

Which R2R lib would it need to get the intrinsics interpreter needs?

I initially thought that r2r code was not being loaded, but I'm pretty sure now that the problem comes after #130622, which removed the FEATURE_DYNAMIC_CODE_COMPILED r2r hack. This means that, because the target is not apple mobile, r2r considers that we have jit support, disagreeing with the interpreter at runtime. This likely means that microbenchmarks are busted as well. I'll have to take a closer look.

Run InterMode3 for reference https://dev.azure.com/dnceng-public/public/_build/results?buildId=1570790&view=results (the InterpMode3 adds over 1.5h of time to the pipeline, so the R2R SPC makes a significant difference)
