Updates Microsoft.DotNet.Helix.JobMonitor to the fixed 11.0.0-beta.26427.10 build and refreshes the dependency metadata.

Also restores the monitor settings temporarily disabled by #132806 and #132847.

Updates Microsoft.DotNet.Helix.JobMonitor to the fixed 11.0.0-beta.26427.10 build and refreshes the dependency metadata.
Also restores the monitor settings temporarily disabled by #132806 and #132847.

This PR updates the repo’s pinned Helix Job Monitor tool/package version to 11.0.0-beta.26427.10 and re-enables the Helix Job Monitor usage across the runtime pipelines by setting enableHelixJobMonitor: true in the relevant YAML definitions.

  • Bump Microsoft.DotNet.Helix.JobMonitor dependency/tool versions to 11.0.0-beta.26427.10 (including updated Arcade SHA).
