This change will build Mono on Arm64 if the runtime tests are changed. This is required so that the runtime tests will run on arm64 if the tests are changed.

This change will build Mono on Arm64 if the runtime tests are changed. This is required so that the runtime tests will run on arm64 if the tests are changed.
