Add -base_git_hash to allow specifying the exact baseline hash to use.

Depends on JIT rolling build implemented in #42507

Allows running asm diffs with just:

python superpmi.py asmdiffs

We're not zipping yet, are we? So no .zip suffix ?

I left the zip/unzip code in just in case we decide to use it later, but yes, this comment (and a few other copy-paste comments from superpmi.py) could be fixed. Leaving for next PR.

I have multiple repos -- it would be nice if this cache could be machine wide. But you don't need to change that just now

It would be easy to take an option to allow specifying where in the machine to place the cache. But that isn't great for usage simplicity. Maybe this script should use/share the JIT_UTILS_ROOT variable and config.json that the jitutils tools use to allow specifying defaults. (I wonder if anyone even knows this exists...)

I wouldn't mind if this part was a bit more chatty by default.

I'm open to changing the level of verbosity here. Can I ask you to play around with it a bit (after merge) to see what you like? I found the verbose = True mode as currently specified to be terribly verbose, but maybe in the normal case (after there are some JIT rolling build runs) it won't be too bad.
