I couldn't figure out the best area label to add to this PR. If you have write-permissions please help me learn by adding exactly one area label. |
It was discovered in #56161 that mobile specific HttpClientHandler substitutions were sticking around even for non mobile builds. This change moves the substitution into ILLink.Substitutions.mobile.xml.
