Backport of #61001 to release/6.0

Customer Impact

None, this change only affects our CI environment. We need it to fix a build break in release/6.0 because AzDO removed Ubuntu 16.04 images.

Testing

Tested on CI in main.

Risk

Minimal, just moves to a different pool image.

Ubuntu 16.04 is no longer available on Azure Pipelines, move to 18.04 on 1ES pool and the Docker images from dotnet-buildtools-prereq.

The failure in runtime (Libraries Test Run release coreclr windows x64 Debug) is a known issue that is fixed by #63032
