I left #65168 open, marked as disabled test. I'm going to create issue for core-end to enable Tls 1.2 on the Win7 queue. When done, we should be able to go back. |

Recent environmental change, the site only supports TLS 1.2 now, but Win7 does not support TLS 1.2 by default
