[Android][tvOS] Skip failing System.Net.Security tests

There are many tests that are currently failing on Android and they need to be disabled for now. I created an issue for the disabled tests: #68020. I'm also disabling System.Net.Security tests on iOS-like platforms because they're crashing at the moment (enabled in #66879).

The failing and timing out runtime-extra-platforms lanes are unrelated to this PR as they are failing in the rolling build on main (see build 1735582, build 1735203, build 1734842).
