The test failure was caused by external changes in APP service. I updated the configuration and SslStream_AllowRenegotiation_False_Throws pass on Linux & macOS again.

The test failure was caused by external changes in APP service. I updated the configuration and SslStream_AllowRenegotiation_False_Throws pass on Linux & macOS again.
