Follow-up of the 6.0 PR: #81800
Missed fix for #77557
Proposed documentation amendments to our 7.0 servicing readme and the OOB csproj files to help us remember to change GeneratePackageOnBuild=true and bump the version of
Microsoft.Windows.Compatibilitywhen any of its dependencies is modified.Note: I am resetting OOB packages here too (it was just one, System.Management). So we can merge this at the same time as the branding PR, and avoid modifying anything from that PR.
