Backport of #90810 to release/8.0

Customer Impact

Nullref in rare cases when canceling queued requests for a lease.
Fixes a regression from an earlier change a couple weeks ago.

Testing

Manual, this is a race condition and not possible to test without adding test only hooks. Verified by using thread freezing in VS to force the race to occur.

Risk

Low. Able to verify the bug before changes and not after. The change is cleaner (IMO) than what we previously had and makes me more confident in the area.
