This makes IsPEImage, GetWindowsGraphicalUserInterfaceBit, and SetWindowsGraphicalUserInterfaceBit in PEUtils explicitly read / write in little endian (per PE format) instead of whatever the system is.

This makes IsPEImage, GetWindowsGraphicalUserInterfaceBit, and SetWindowsGraphicalUserInterfaceBit in PEUtils explicitly read / write in little endian (per PE format) instead of whatever the system is.
