*.strobeapp.com links in README return 503 errors

Accordingly, it's not possible to get to the annotated TODOs app or the guides at present.

Since Strobe is now in maintenance mode it's been pretty unreliable. We will be getting rid of these in the near future.

We should probably move the annotated TODOs into the website repo.

As of now, I'm not getting an error for any of the *.strobeapp.com links. Seems to be shaky though.
